Spencer Pratt and Heidi Montag are suing the city of Los Angeles and the Department of Water and Power (LADWP) after losing their home in the Pacific Palisades fire earlier this month. The lawsuit, filed in California’s Superior Court in Los Angeles on Tuesday,
